Short Description

The Intelligent Electrified Mobility Operations and Infrastructure (E-Mobility) Technical Committee (TC) is a Technical Committee of the IEEE Intelligent Transportation Systems Society. The TC focuses on the operations, data systems, and infrastructure that enable reliable, efficient, and equitable charging across passenger and freight networks, advancing the intelligent transportation system (ITS) science and practice for electrified mobility.

Goal

Transportation electrification is accelerating across passenger and freight systems, but scaling success increasingly depends on intelligent operations and infrastructure—advancing vehicle hardware alone is no longer sufficient. Charging is fundamentally a system operations problem: it couples mobility demand, parking and curb access, user behavior, and distribution-grid constraints, and increasingly demands real-time data, digital infrastructure, and AI-driven decision support. Agencies and operators urgently need methods to plan, operate, and maintain charging networks with measurable reliability, equity, and safety impacts.

While the IEEE Transportation Electrification Council (TEC) and related societies such as the Power Electronics Society (PELS) and Power & Energy Society (PES) address vehicle hardware, power conversion, and grid-side energy systems, there remains a significant gap in ITS and mobility-focused research on electrification: how charging integrates with travel demand, freight operations, traffic systems, and transportation infrastructure. This committee is proposed to address that gap, with explicit coordination with TEC, PELS, and PES to ensure complementarity and avoid duplication.

The primary goal of this committee is to define and advance the ITS research and practice agenda for electrified mobility operations and infrastructure. Specific objectives include:

  • Define intelligent transportation system (ITS)-centric metrics and benchmarks for charging network performance (availability, wait time, reliability, resilience, and user impact)
  • Develop planning and operations models that integrate mobility demand with grid capacity, pricing/incentives, and infrastructure O&M, leveraging telematics data, digital twins, and AI-assisted optimization
  • Advance control and coordination methods for public charging and fleet depots under uncertainty and multi-objective constraints, including V2G integration and autonomous charging scenarios
  • Converge on best practices and interoperable digital frameworks to translate research into implementable tools and agency deployment guidance

Committee Activities

Activity Plan

Year 1 (2026/2027):

  • Establish the committee infrastructure, including recruiting founding members, launching the committee webpage and LinkedIn presence, and holding a kickoff meeting to organize workgroups
  • Start a quarterly webinar series to share research from the community and build an international audience across academia, agencies, utilities, and industry
  • Build an open dataset portal to support testing, benchmarking, and reproducible research on electrified mobility operations
  • Organize special sessions at ITSC/IV or other conferences, and special issues in related journals, to create publication and dissemination venues for the community

Future Years:

  • Launch a workshop or special session on intelligent electrified mobility systems at an ITSS-affiliated conference (e.g., ITSC)
  • Produce an ITSS white paper and research roadmap (2026–2030) defining research gaps, AI-ready metrics, and digital deployment pathways; coordinate with IEEE TEC, PELS, and PES for complementarity and scope delineation
  • Organize a cross-society panel on electrified mobility operations and infrastructure performance
  • Pursue collaborative research initiatives and joint funding proposals among committee members
